REGULAR COUNCIL
MEETING, TUESDAY, MARCH 02, 2010 AT 9:00 A.M.
Meeting
called to order by Council President Smith.
Present: Thomas, Perry, Henson, Palmer, Smith.
Absent: None.
The meeting was opened with prayer
by Parks & Recreation Director Mark Naylor and followed by the Pledge to
the Flag.
Motion was made by Councilman Thomas
duly seconded by Councilwoman Henson and unanimously passed by the Council to
approve the agenda for this meeting with an amendment to: remove C-2b; add as
P-3 a presentation from Fonda Rush with Habitat for Humanity.
Motion was made by Councilwoman
Henson duly seconded by Councilwoman Perry and unanimously passed by the
Council to approve the minutes dated February 16, 2010.
Motion was made by Councilwoman
Henson duly seconded by Councilwoman Perry and unanimously passed by the
Council to approve the following proclamation to be issued by the Mayor:
Structural
Steel Services, Inc.
Councilwoman Henson offered and
moved the adoption and passage of the following Order:
ORDER #14740 ORDER APPROVING TAXI PERMIT FOR: EDWIN
MAURICE WILSON
And,
Councilwoman Perry seconded the motion, whereupon said Order was discussed,
passed and adopted by the Council by a vote as follows:
Yea: Thomas, Perry, Henson, Palmer, Smith.
Nay: None.
Councilwoman Henson offered and
moved the adoption and passage of the following Order:
ORDER #14741 ORDER RESCINDING ORDER NO. 14684 ENTITLED
“ORDER ACCEPTING
DONATION
FROM CRIME STOPPERS OF A LAP TOP COMPUTER FOR THE
MERIDIAN
POLICE DEPARTMENT”
And,
Councilwoman Perry seconded the motion, whereupon said Order was discussed,
passed and adopted by the Council by a vote as follows:

Nay: None.
Councilman Thomas offered and moved
the adoption and passage of the following Resolution:

GRANTING TAX EXEMPTION FROM AD VALOREM
TAXES TO

Councilwoman Henson seconded the motion, whereupon said Resolution was
discussed, passed and adopted by the Council by a vote as follows:

Councilwoman Perry offered and moved
the adoption and passage of the following Order:
ORDER #14742 ORDER AUTHORIZING THE EXECUTION AND
SUBMISSION OF
NHTSA 402
OCCUPANT PROTECTION GRANT WITH THE OFFICE
OF HIGHWAY
SAFETY, DIVISION OF PUBLIC SAFETY PLANNING

Councilman Palmer seconded the motion, whereupon said Order was discussed,
passed and adopted by the Council by a vote as follows:

Councilwoman Henson offered and
moved the adoption and passage of the following Order:
ORDER #14743 ORDER ACCEPTING GRANT AWARD FROM WAL-MART
FOUNDATION
TO PURCHASE
PROTECTIVE HOODS AND GLOVES FOR THE MERIDIAN
FIRE
DEPARTMENT
And,
Councilman Palmer seconded the motion, whereupon said Order was discussed,
passed and adopted by the Council by a vote as follows:
Yea: Thomas, Perry, Henson, Palmer, Smith.
Nay: None.
Motion was made by Councilwoman
Henson duly seconded by Councilwoman Perry and unanimously passed by the
Council to approve the claims docket dated February 25, 2010 in the amount of
$2,287,730.39.
President Smith called for the
Mayor’s report. CAO Mark McDonald advised the Mayor was out of town but would
return later that day. He presented a
proclamation to Mr. Tommy Dulaney with Structural Steel. Structural Steel donated the steel railings
for the renovated 22nd Avenue overpass.
Mr. Cal Franklin with Arrow Disposal
Service appeared before the Council at this time. He stated that Arrow Disposal Service was
awarded the contract with Lauderdale County to start curb side pick-up of
garbage for Lauderdale County residents outside the city limits. He wanted to introduce himself to the City
Council and advise them of the services Arrow Disposal provides.
Mrs. Fonda Rush with Habitat for
Humanity appeared regarding the collegiate challenge for Habitat for
Humanity. She introduced Evan Dougherty
from St. Mary’s who was here with a group of college students to work in
Meridian with Habitat. Mrs. Rush advised
that they are working on the 70th Habitat house which happens to be
the 60th Habitat house in the city.
Students from different colleges will be coming to Meridian and working
with Habitat. On Fridays of each week at
6:00 p.m. they will have going away parties at the Carousel for each college
group.
President Smith called for citizen
comments. Grace M. Cooper of the Lost
Gap community appeared and commented on the smoking ban ordinance.
President Smith called for Council
comments. Various comments were made.
There
being no further business to come before the Council at this time, the meeting
was adjourned. Sine die.
